Jackie Foy was a singer from Ashland, Kentucky, who visited the Library of Congress in June of 1939, where Lomax recorded two takes of one song of his (presumably his own composition). The circumstances of their meeting are not known, although it might be that Jean Thomas (the so-called "Traipsin' Woman") of Ashland encouraged Foy to visit Lomax.
